МЕХАНІЗМИ ФОРМУВАННЯ СПРИЯТЛИВОГО ІНВЕСТИЦІЙНОГО КЛІМАТУ - БАЗОВА ОСНОВА СТАБІЛІЗАЦІЇ РЕГІОНАЛЬНОЇ ЕКОНОМІКИ ТА ЗРОСТАННЯ ІНВЕСТИЦІЙНОГО ПОТЕНЦІАЛУ

 

У статті розкрито удосконалення механізмів формування сприятливого інвестиційного клімату як базової основи стабілізації регіональної економіки та інвестиційного потенціалу. Проведено аналіз інвестиційного клімату в Україні з позиції внутрішніх інвесторів та міжнародних рейтингових організацій, що дозволило систематизувати наявні і потенційні можливості й бар’єри, що формують його поточний стан. Систематизовано економічні, інституційно-правові та організаційно-адміністративні механізми й інструменти їх реалізації, що мають на меті покращити інвестиційний клімат в Україні.

Крамаренко И.С. Механизмы формирования благоприятного инвестиционного климата - базовая основа стабилизации региональной экономики и роста инвестиционного потенциала. В статье раскрыто усовершенствования механизмов формирования благоприятного инвестиционного климата как базовой основы стабилизации региональной экономики и инвестиционного потенциала. Проведен анализ инвестиционного климата в Украине с позиции внутренних инвесторов и международных рейтинговых организаций, что позволило систематизировать имеющиеся и потенциальные возможности и барьеры, которые формируют его текущее состояние. Систематизированы экономические, институционально-правовые и организационно-административные механизмы и инструменты их реализации, имеют целью улучшить инвестиционный климат в Украине.

Kramarenko I.S. Mechanisms of Formation of a Favorable Investment Climate - the Basic Basis of Stabilization of Regional Economy and Increase Investigation. Improvement of mechanisms of formation of favorable investment climate as a basic basis of stabilization of regional economy and investment potential is revealed in the article. An analysis of the investment climate in Ukraine from the point of view of domestic investors and international rating organizations was conducted, which allowed to systematize the existing and potential opportunities and barriers that shape its current state. It is noted that despite the improvement of the investment climate, in the last 2 years, according to a certain list of positions, the existing barriers, first of all, of economic, political and security character, significantly impede the development of investment activity. The opportunities available are offset by current financial, political, environmental and man-made risks, and legislative instability and unpredictable macroeconomic constraints are holding back large-scale long-term investment projects. Ukraine has considerable resource potential and an extensive network of infrastructure, which still remain important factors of investment attractiveness from the standpoint of foreign investors. At the same time, existing trends characterized by inefficient and irresponsible use of natural resources lead to their gradual reduction and environmental pollution, and current short-term investment policies do not facilitate the effective reproduction of fixed assets and infrastructure.

Economic, institutional, legal and organizational-administrative mechanisms and instruments for their implementation are systematized in order to improve the investment climate in Ukraine and create conditions for increasing investment potential and its effective transformation into an investment product.
