DEVELOPMENT OF REGIONAL INNOVATION ECOSYSTEMS IN THE EU BASED ON SMART SPECIALIZATION

 

  The concept of Smart Specialisation (S3) has emerged as a cornerstone of the European Union’s innovation policy, aimed at fostering regional innovation ecosystems. Introduced in 2010, S3 encourages EU regions to identify and invest in areas where they possess unique strengths, thereby enhancing competitiveness through localization, prioritization, and stakeholder engagement. This strategy is rooted in a place-based approach, leveraging local assets and resources to define a limited set of investment priorities. A key element of S3 is the Entrepreneurial Discovery Process (EDP), which facilitates collaboration among local stakeholders—businesses, research institutions, public authorities, and civil society—to identify region-specific strengths and weaknesses. This inclusive approach fosters multi-level governance and synergies between public support mechanisms, driving regional competitiveness and innovation.

  The implementation of S3 has significantly transformed regional innovation ecosystems across the EU, promoting the formation of innovation partnerships, including science-business consortia, clusters, and international thematic collaborations. These structures enhance cooperation among enterprises, research organizations, and government bodies, creating dynamic and interconnected innovation environments. Clusters, in particular, play a pivotal role as intermediaries and catalysts, stimulating cross-sectoral innovation, knowledge exchange, and resource sharing.

  The article highlights the integration of S3 with other EU initiatives, such as the Regional Innovation Valleys and the Interregional Innovation Investments Instrument (I3), which aim to bridge innovation gaps between regions. Special attention is given to less developed regions, where these tools focus on building local innovation capacity, creating jobs, and enhancing regional competitiveness through systemic and locally tailored frameworks.

Successful examples of S3 implementation are examined across various European regions, including Finland’s Six City Strategy, Germany’s North Rhine-Westphalia, and Italy’s Lombardy. These cases demonstrate the adaptability of S3 to diverse regional contexts, emphasizing the importance of continuous stakeholder engagement, monitoring, and evaluation. The article also discusses the challenges of ensuring inclusivity across sub-regions and the need for robust governance structures to sustain long-term innovation ecosystems.

  In conclusion, Smart Specialisation has proven to be an effective tool for enhancing regional innovation ecosystems, fostering collaboration, and reducing disparities across the EU. By aligning regional strengths with broader EU strategic priorities, S3 contributes to the overall innovation capacity and economic resilience of Europe.

  Кащена Н.Б., Остапенко Р.М., Нестеренко І.В. Розвиток регіональних інноваційних екосистем в ЄС на основі розумної спеціалізації. Статтю присвячено розвитку регіональних інноваційних екосистем ЄС на основі концепції Smart Specialisation (S3). Увага акцентується на адаптації S3 до специфічних умов регіонів та забезпеченні стійкого інноваційного розвитку.

  Зазначено, що запроваджена у 2010 році стратегія S3, є важливою складовою стратегії економічного розвитку в Європейському Союзі, спрямованою на підвищення конкурентоспроможності регіонів через локалізацію, пріоритезацію та активну участь зацікавлених сторін з різних секторів – державного, приватного, наукового та громадянського суспільства. Основним принципом S3 є використання локальних активів та ресурсів для визначення інвестиційних пріоритетів, що дозволяє регіонам займати нішеві ринки та створювати довгострокові конкурентні переваги. Ключовим елементом S3 є Процес підприємницького відкриття (Entrepreneurial Discovery Process, EDP), який забезпечує участь місцевих зацікавлених сторін у визначенні сильних і слабких сторін регіону. Цей підхід сприяє створенню багатосторонніх механізмів управління та синергії між різними інструментами державної підтримки.

  Важливу роль у реалізації S3 відіграють кластери, які забезпечують географічну концентрацію підприємств, наукових установ та організацій, сприяючи обміну знаннями та ресурсами. Впровадження стратегій S3 призвело до значного посилення інноваційного потенціалу регіонів ЄС. Завдяки фокусу на регіональних сильних сторонах та міжрегіональній співпраці, стратегія сприяла створенню більш динамічних та взаємопов'язаних інноваційних середовищ. Інтеграція S3 з іншими ініціативами ЄС, такими як Horizon Europe та Regional Innovation Valleys, дозволила створити синергію між різними програмами підтримки інновацій. Це сприяє зменшенню інноваційних розривів між регіонами та підвищенню їхньої конкурентоспроможності. Представлено досвід успішної реалізації S3 у різних регіонах Європи, зокрема у Фінляндії, Німеччині, Італії та Іспанії. Доведено важливість адаптації стратегій до специфічних умов регіонів, активного залучення місцевих зацікавлених сторін та створення ефективних механізмів моніторингу та оцінки. Зауважено, що залишаються виклики, пов’язані з нерівномірним розвитком регіонів, особливо менш розвинених. Зазначено, що для подальшого успіху S3 необхідно розширювати міжрегіональну співпрацю, інтегрувати цифрові технології та активізувати участь громадянського суспільства. Доведено, що для України S3 є перспективним інструментом стимулювання створення інноваційних екосистем, орієнтованих на відновлення та сталий регіональний розвиток. Стратегія S3 продемонструвала свій потенціал як ефективний інструмент для підвищення інноваційної спроможності та конкурентоспроможності регіонів.
