Pysarenko V. Strategic Management of Bioeconomy Development in the Context of Sustainable Development Goals. The exhaustion of the fossil-fuel-based growth paradigm underscores the necessity of managing the bioeconomy to achieve the Sustainable Development Goals (SDGs). This research provides the theoretical and methodological foundations for such governance. We analyze three distinct strategic visions–biotechnological, bioresource, and bioecological–as independent vectors that facilitate the transition from linear economic structures to biologized systems. Incorporating the bioeconomy into national policy creates synergies yet generates conflicts between specific SDGs, driven by competition for land, biomass, and investment capital. Addressing these tensions requires coordinated, multilevel management tools. To navigate this complexity, we propose a methodological framework based on a composite index that aligns strategy with the SDGs. This index synthesizes economic, resource-environmental, social, institutional, and innovation indicators, differentiated by goal groups. A methodological approach to the strategic management of bioeconomy development is proposed, based on a system of economic, resource-environmental, social, institutional, and innovation indicators, differentiated by groups of Sustainable Development Goals and integrated into a composite index of strategy alignment with the SDGs. The study justifies the structural segmentation of the levels of strategic management of the bioeconomy–supranational, national, regional-cluster, and corporate–as well as the need for a differentiated approach to assessing the degree of their alignment with the SDGs, given the significant asymmetry in institutional, financial, and technological support. It has been established that in Ukraine, despite declared international commitments to sustainable development, there is still no comprehensive strategic document in the field of the bioeconomy, which underscores the need to develop a national strategy harmonized with the updated European Union Strategic Framework for a Competitive and Sustainable Bioeconomy. The practical significance of the study’s findings has been identified for shaping state policy on bioeconomic development, building an institutional environment to support the biobusiness sector, and justifying the priorities for Ukraine’s post-war reconstruction on the path to achieving the SDGs by 2030 and European integration.
