Morhulets O.B. Harmonization and innovation maturity of the Ukrainian hospitality enterprises. The article is devoted to the systematization of Ukraine's practices of harmonizing its regulatory and legal framework with European hospitality standards and to substantiating the innovation and digitalization potential generated by this standardization process. The relevance of the study is determined by the opening of EU accession negotiations with Ukraine and the accompanying screening of national legislation for compliance with EU law, which makes regulatory adaptation in the hospitality sector a matter of practical urgency rather than a purely formal exercise.
The aim of the study. The article aims to systematize the legal and institutional mechanisms of harmonizing Ukraine's hospitality-related legislation with European requirements, to characterize enterprise-level practices of implementing European standards, and to substantiate the relationship between standardization, service quality, and the digital and innovation potential of hospitality enterprises.
Research methods. The methodological basis of the study comprises methods of theoretical generalization and systematization, used to structure the stages and directions of legislative harmonization; comparative analysis, applied to juxtapose regulatory requirements of the EU and Ukraine in the spheres of tourism, food safety, technical regulation, and market surveillance; and the modeling method, employed to construct an original two-dimensional maturity matrix of hospitality enterprises.
Results of work. The results demonstrate that legislative harmonization in Ukraine's hospitality sector is cross-sectoral, covering tourism activity, hotel classification, food safety, technical regulation, and market surveillance, yet remains uneven across these areas. Enterprise-level implementation of standards has been shown to require organizational restructuring, business process transformation, and investment. Standardization is recognized as a precondition for digitalization and innovation, rather than an obstacle, since unified technical protocols reduce fragmentation in digital ecosystems and narrow the digital divide between large hotel chains and independent operators. On this basis, an original harmonization and innovation maturity matrix for hospitality enterprises is proposed, distinguishing four enterprise types based on the combination of regulatory compliance and digital maturity, along with differentiated practical recommendations for each type. The findings can be used by public authorities, industry associations, and hospitality enterprise management to design strategies of regulatory and digital adaptation to the requirements of the European services market.
