Zakharkin O. Shkolnyk I., Zhulavskyi M. Digital maturity of the regional public-private partnership ecosystem: a methodological approach to assessment and development prioritisation.
Subject of study. The digital maturity of the regional public-private partnership ecosystem as an integrated capacity of public authorities, private partners, financial institutions, digital infrastructure operators, project organizations, and other stakeholders to jointly use digital technologies and data throughout the life cycle of public-private partnership projects.
The aim of the study. To develop a methodological approach to the comprehensive assessment of the digital maturity of the regional public-private partnership ecosystem and to determine differentiated priorities for its further development.
Research methods. The study applies systemic and comparative analysis, synthesis and generalization of scientific approaches, structural and logical modeling, statistical grouping, and interpretation of data.
Results of work. The study substantiates a methodological approach to assessing the digital maturity of a regional public-private partnership ecosystem. Digital maturity is interpreted as the integrated ability of public authorities, private partners, financial institutions, infrastructure operators, project organizations, and other stakeholders to use digital technologies and data jointly throughout the PPP project life cycle. Six components are identified: institutional and managerial capacity; digital infrastructure and interoperability; data, openness, and traceability; digitalization of the PPP life cycle; competencies and innovation capacity; and cyber resilience and continuity. The distinction between digital readiness and digital maturity is clarified. Digital readiness reflects the availability of infrastructure, systems, personnel, and regulatory prerequisites, whereas digital maturity characterizes their systematic and coordinated use. A two-level assessment logic is proposed, combining the external digital readiness of a region with the internal maturity of the PPP ecosystem. Using the Digital Transformation Index of Ukrainian Regions for 2025, the regions are grouped by external readiness and differentiated development priorities are determined. Regions with lower readiness require electronic document management, PPP project registers, staff training, standardized data, backup systems, and cybersecurity mechanisms. Regions with higher readiness may prioritize system integration, automated monitoring of key performance indicators and service-level agreements, building information modeling, geographic information systems, data analytics, and digital twins. The findings show that a high regional digitalization score does not automatically ensure a mature PPP ecosystem, since maturity also depends on institutional coordination, system compatibility, data quality, contractual process integration, and operational continuity.
Key words: public-private partnership; digital maturity; regional ecosystem; digital transformation; digital readiness; interoperability; regional development.
