Bilan Y., Kubakh T., Pelykh M.  Rational selection of innovative digital technologies in public-private partnership projects: a causal model for strengthening regional economic security.

Subject of study. The theoretical and methodological foundations of selecting and applying innovative digital technologies in public-private partnership projects, taking into account their impact on regional economic security..

The aim of the study. The aim is to develop a causal model for the rational selection of digital technologies in public-private partnerships and to substantiate a methodological approach to comparing alternative solutions according to the parameters of a particular project and the regional environment..

Research methods. The methodological basis of the study includes system and causal analysis, scientific generalisation, classification, comparison, structural and logical analysis, and multicriteria evaluation.

Results of work. The study systematised digital technologies according to the stages of the PPP project life cycle: identification of public needs, project preparation, partner selection, design and construction, operation, monitoring, adaptation, and completion. For each stage, the purpose of digital tools and the channels through which they may affect fiscal, infrastructural, institutional, resource, and cybersecurity dimensions of regional economic security were identified. A causal model for the rational selection of digital technologies was developed. It combines assessment of the regional context and project parameters, identification of the digital need, threshold verification of implementation conditions, multicriteria comparison of alternatives, and formation of an interconnected technology portfolio. It was substantiated that quantitative evaluation should be preceded by verification of legal admissibility, data availability and quality, interoperability, cybersecurity requirements, institutional capacity, and the ability to maintain critical operations in the event of system failure. A rationality index was proposed to assess functional relevance, contribution to economic security, economic feasibility, institutional readiness, data quality and compatibility, cybersecurity, and operational continuity. The index enables technological alternatives to be compared and decisions to be made regarding priority implementation, pilot testing, postponement, or rejection. The study proves that managerial choice should concern a portfolio of compatible and sequentially implemented solutions rather than an isolated technology. It is argued that technologically complex tools should be introduced only after the basic digital infrastructure, reliable data flows, and appropriate organisational competencies have been established. The scientific novelty lies in combining life-cycle, risk-oriented, causal, and portfolio approaches and shifting the focus from technological saturation to measurable security and management effects. The results may be used by public authorities, local governments, and private partners to justify the sequence, priorities, and conditions for introducing digital technologies into PPP projects.

Key words: public-private partnership, digitalisation, innovative digital technologies, regional economic security, causal model, multicriteria evaluation.
