Особливості оцінювання територіального туристично-рекреаційного потенціалу  

 

Статтю присвячено теоретико-методологічному обґрунтуванню та систематизації особливостей оцінювання туристично-рекреаційного потенціалу територій як стратегічного фактора їхнього соціально-економічного розвитку. У дослідженні критично проаналізовано еволюцію наукових підходів до дефініції та структуризації рекреаційного потенціалу в українській та зарубіжній науковій традиції. На основі системного підходу запропоновано та деталізовано тривимірну матрицю оцінювання, яка інтегрує: ресурсний підхід (діагностика наявності, місткості та доступності природно-кліматичних та історико-культурних ресурсів); процесний підхід (оцінка ефективності менеджменту та логістичного забезпечення на кожному етапі створення й споживання туристичного продукту); цільовий підхід (вимірювання результуючого мультиплікативного впливу галузі на екологічну збалансованість та капіталізацію територіальних громад).Окрему увагу в роботі приділено інструментарію прикладного аналізу. Обґрунтовано доцільність застосування методів математичного моделювання, зокрема таксономічного аналізу для побудови інтегрального індексу розвитку галузі, GAP-аналізу для виявлення стратегічних розривів між фактичним станом і цільовими орієнтирами, а також методів експертного оцінювання та побудови динамічних статистичних рядів. Аргументовано, що використання запропонованого комплексного підходу забезпечує високу точність моніторингу, дозволяє мінімізувати суб’єктивізм при прийнятті управлінських рішень органами місцевого самоврядування та формує надійне підґрунтя для розробки стратегій диверсифікації регіональних туристичних ринків в умовах нестабільності.

Didovich O. O. Features of estimating territorial tourist and recreational potential. The article is devoted to the theoretical and methodological substantiation and systematization of the features of evaluating the tourist and recreational potential of territories as a strategic factor in their socio-economic development. The study critically analyzes the evolution of scientific approaches to the definition and structuring of recreational potential in Ukrainian and foreign scientific traditions. Based on a systems approach, the authors propose and detailed a three-dimensional evaluation matrix that integrates: the resource approach (diagnosing the availability, capacity, and accessibility of natural-climatic and historical-cultural resources); the process approach (assessing the efficiency of management and logistics at each stage of creation and consumption of a tourist product); the target approach (measuring the resulting multiplicative impact of the industry on ecological balance and capitalization of territorial communities). Special attention is paid to the tools of applied analysis. The expediency of using mathematical modeling methods is substantiated, in particular, taxonomic analysis for building an integral index of industry development, GAP analysis for identifying strategic gaps between the actual state and target benchmarks, as well as methods of expert evaluation and construction of dynamic statistical series. It is argued that the use of the proposed comprehensive approach ensures high monitoring accuracy, allows minimizing subjectivisms in managerial decision-making by local government authorities, and forms a reliable basis for developing strategies for diversification of regional tourist markets under conditions of instability. As a result of the study, a theoretical and methodological framework has been established for optimizing the diagnostics of regional recreational capacities, which allowed for the systematization of existing approaches and the refinement of the essential content of the core conceptual and categorical apparatus within the hospitality industry. It is demonstrated that under the conditions of contemporary exogenous shocks and prolonged post-industrial development, traditional isolated evaluation methods lose their efficacy, giving way to the principles of multidimensionality, spatial GIS-localization, and the active involvement of key stakeholders in destination management processes. The primary scientific outcome of the research lies in the substantiation and construction of an integrated three-dimensional evaluation matrix, which, due to the synergetic combination of resource-based, process-oriented, and target-driven approaches, enables the comprehensive continuous monitoring of baseline natural-economic conditions, the ongoing efficiency of municipal management, and the ultimate results of territorial growth.
