ІННОВАЦІЙНІ СТРАТЕГІЇ РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД: ТЕОРІЯ, МЕТОДОЛОГІЯ, ПРАКТИКА

 

У статті досліджено теоретичні, методологічні й практичні аспекти формування інноваційних стратегій розвитку територіальних громад в умовах децентралізації в Україні. Визначено ключові виклики, що постають перед громадами, серед яких глобалізація, цифрова трансформація, екологічні зміни та соціально-економічні проблеми. Проаналізовано сучасні теоретичні підходи до інноваційного розвитку, зокрема й економічну теорію інновацій Й. Шумпетера, концепцію сталого розвитку та цифрову трансформацію. Запропоновано методологічні основи стратегічного планування, як-от системний, програмно-цільовий, інноваційний та просторово-функціональний підходи. На основі світового досвіду (Smart City Barcelona, e-Residency в Естонії) та досвіду України, зокрема Бережанської ОТГ, розроблено рекомендації щодо впровадження цифрових технологій, екологічних ініціатив та механізмів державно-приватного партнерства. Висвітлено проблеми обмеженого фінансування (лише 20 % громад мають бюджет для інновацій) та низької цифрової грамотності (35 % сільських мешканців). Запропоновано план дій, що передбачає створення муніципальних фондів, залучення грантів Horizon Europe, підвищення цифрової грамотності через міжмуніципальну співпрацю. Практичний досвід Бережанської ОТГ демонструє потенціал цифровізації (скорочення часу реєстрації земельних ділянок з 10 до 3 днів) та екотуризму. Результати дослідження можуть бути корисними органам місцевого самоврядування для підвищення конкурентоспроможності та сталого розвитку аграрних регіонів. Подальші дослідження потрібно зосередити на інтеграції аграрних громад у цифрову економіку та адаптацію світових практик до українських реалій.

Zhybak M.M. Innovative strategies for the development of territorial communities: theory, methodology, practice.

Subject of study. The study focuses on the theoretical, methodological, and practical aspects of forming innovative strategies for the development of territorial communities in the context of decentralization in Ukraine, with a particular emphasis on agrarian regions like the Berezhany Territorial Community.

Aim of the study. The aim is to substantiate the theoretical, methodological, and practical foundations of innovative strategies for territorial communities and to develop practical recommendations for their implementation, using the Berezhany Territorial Community as a case study.

Research methods. The methodological framework includes systemic, program-targeted, innovative, and spatial-functional approaches, complemented by SWOT analysis, benchmarking, and sociological research to assess community needs and performance.

Results of work. The study identifies key challenges faced by territorial communities, including globalization, digital transformation, environmental changes, and socio-economic issues. Theoretical frameworks, such as Schumpeter’s innovation theory, sustainable development, and digital transformation, are analyzed to provide a foundation for strategic planning. Methodological approaches, including systemic and program-targeted methods, are proposed to adapt global best practices to Ukrainian realities. Practical examples from the Berezhany Territorial Community, such as the reduction of land registration time from 10 to 3 days through digitalization and the development of ecotourism, demonstrate the potential of innovative strategies. Challenges, such as limited funding (only 20% of communities have innovation budgets) and low digital literacy (35% of rural residents), are addressed with a proposed action plan, including municipal funds, Horizon Europe grants, and digital literacy programs.

Scope of application. The findings can be applied by local governments to enhance the competitiveness and sustainability of agrarian communities through digitalization, public-private partnerships, and environmental initiatives.
