УПРАВЛІННЯ БІЗНЕС-ПРОЦЕСАМИ В УМОВАХ ІНКЛЮЗИВНОГО ПРОСТОРОВОГО РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД

 

У статті досліджено управління бізнес-процесами територіальних громад в умовах інклюзивного просторового розвитку та доведено, що його особливістю є формування нових механізмів економічної та соціальної інтеграції територіальних громад. Установлено, що ефективна організація бізнес-процесів потребує переходу від традиційних адміністративних підходів до моделей, орієнтованих на сталий розвиток, цифровізацію та соціальні інновації. Виявлено, що ключовими передумовами є забезпечення безбар’єрності, формування інклюзивних інституцій та застосування смарттехнологій у просторовому плануванні. Розроблено концептуальну модель управління бізнес-процесами, яка передбачає поєднання економічних, соціальних і просторових чинників задля досягнення збалансованого розвитку територіальних громад. На основі аналізу практик українських громад продемонстровано, що поступове впровадження стратегій інклюзивного розвитку здатне підвищити стійкість локальних економік навіть в умовах воєнних і післявоєнних викликів. Особливу увагу надано ролі безбар’єрних рішень як фактору соціальної інтеграції, що забезпечує залучення максимально широкого кола населення до економічних та суспільних процесів. Сформовано адаптивну модель управління бізнес-процесами, яка інтегрує принципи інклюзії, сталого та просторово збалансованого розвитку. Запропонований підхід дає змогу не лише підвищити ефективність використання місцевих ресурсів, а й сформувати умови для довгострокової конкурентоспроможності громад. Результати дослідження можуть використовувати органи місцевого самоврядування для розробки стратегій розвитку територіальних громад, орієнтованих на інклюзивність, смартрозвиток та просторову інтеграцію. Запропонована модель управління бізнес-процесами може стати основою для проєктування локальних політик, спрямованих на створення безбар’єрного середовища, підтримку соціальних інновацій і посилення соціальної інтеграції. У перспективі її впровадження сприятиме розбудові нової парадигми розвитку, де економічні цілі поєднуються із соціальними і просторовими завданнями сталого розвитку територіальних громад України.

Subject of study. Management mechanisms, models and tools for organizing business processes in communities, which are aimed at creating a barrier-free, innovative and socially integrated environment for economic growth and improving the quality of life of the population.

Aim of the study. Substantiation of theoretical and methodological principles and practical approaches to business process management in the context of inclusive spatial development of territorial communities.

Research methods. In the research process, an interdisciplinary approach was applied, combining the methods of system analysis, comparative institutional analysis, as well as tools of strategic planning of spatial development. The use of abstraction and induction methods allowed us to clarify the features of inclusive development, smart development and business process management in the context of territorial communities. In addition, the work applied elements of empirical analysis using examples of the implementation of barrier-free solutions in Ukrainian communities.

Results of work. It is proven that business process management in the context of inclusive spatial development forms new mechanisms for the economic and social integration of territorial communities. It is established that the effective organization of business processes requires a transition from traditional administrative approaches to models focused on sustainable development, digitalization and social innovations. It is revealed that the key prerequisites are ensuring barrier-free access, the formation of inclusive institutions and the use of smart technologies in spatial planning. A conceptual model of business process management has been developed, which involves a combination of economic, social and spatial factors to achieve balanced development of territorial communities. Based on the analysis of the practices of Ukrainian communities, it has been demonstrated that the gradual implementation of inclusive development strategies can increase the resilience of local economies even in the context of war and post-war challenges. Special attention is paid to the role of barrier-free solutions as a factor of social integration, ensuring the involvement of the widest possible circle of the population in economic and social processes.
