СТАТИСТИЧНА ОЦІНКА БЮДЖЕТНОЇ ЕФЕКТИВНОСТІ СТАЛОГО РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД ЗАКАРПАТСЬКОЇ ОБЛАСТІ В УМОВАХ ЕКОНОМІЧНИХ ТУРБУЛЕНТНОСТЕЙ

 

У статті наведено статистичну оцінку бюджетної ефективності сталого розвитку територіальних громад Закарпатської області в умовах економічної турбулентності, спричиненої зовнішніми та внутрішніми факторами, включаючи військові дії. Проаналізовано ключові показники доходів та видатків місцевих бюджетів, рівень фінансової автономії та залежність від субсидій. Виявлено неоднорідність бюджетної ефективності різних територіальних громад регіону, а також визначено лідерів та аутсайдерів на основі ключових фінансових показників. Статистично підтверджено вплив економічних турбулентностей на структуру бюджетних видатків, зокрема скорочення капітальних інвестицій. Підкреслено необхідність розробки адаптивних стратегій для підвищення фінансової стійкості та забезпечення сталого розвитку територіальних громад в нестабільних економічних умовах.

Проведений статистичний аналіз бюджетної ефективності сталого розвитку територіальних громад Закарпатської області в умовах економічної турбулентності виявив неоднозначні тенденції. З одного боку, у низці громад зафіксовано зростання окремих показників бюджетної ефективності, що свідчить про певний рівень адаптації до економічних викликів. Зокрема, спостерігається позитивна динаміка зростання доходів на душу населення та збільшення частки податкових надходжень у бюджетах деяких територіальних одиниць. З іншого боку, статистичні дані чітко демонструють значну залежність більшості досліджуваних громад від субсидій, що свідчить про недостатню фінансову автономію та потенційну вразливість до зовнішніх економічних коливань. Економічна турбулентність, посилена військовими діями, призвела до скорочення капітальних видатків, що може мати негативні наслідки для довгострокового сталого розвитку громад. Статистична оцінка також підкреслює значну диференціацію між територіальними громадами Закарпатської області за рівнем бюджетної ефективності, що свідчить про нерівномірність їхнього розвитку та різний рівень стійкості до економічних потрясінь. Таким чином, статистичний аналіз бюджетної ефективності виявляє як індивідуальні позитивні адаптивні механізми, так і системні виклики, що потребують розробки цілеспрямованих стратегій підвищення фінансової стійкості та забезпечення сталого розвитку територіальних громад Закарпатської області в умовах економічної турбулентності.

Abstract. The article provides a statistical assessment of the budgetary efficiency of sustainable development of territorial communities in the Zakarpattia Oblast under conditions of economic turbulences caused by external and internal factors, including military actions. Key indicators of local budget revenues and expenditures, the level of financial autonomy, and dependence on subsidies are analyzed. Heterogeneity in the budgetary efficiency of different territorial communities in the region is revealed, and leaders and outsiders are identified based on key financial indicators. The impact of economic turbulences on the structure of budget expenditures, particularly the reduction of capital investments, is statistically confirmed. The necessity of developing adaptive strategies to enhance financial resilience and ensure the sustainable development of territorial communities under unstable economic conditions is emphasized.

The conducted statistical analysis of the budgetary efficiency of sustainable development of territorial communities in the Zakarpattia Oblast under conditions of economic turbulences revealed ambiguous trends. On the one hand, an increase in certain indicators of budgetary efficiency was recorded in a number of communities, indicating a certain level of adaptation to economic challenges. In particular, there is a positive dynamic in the growth of per capita income and the increase in the share of tax revenues in the budgets of some territorial units. On the other hand, statistical data clearly demonstrate a significant dependence of the majority of the studied communities on subsidies, which indicates insufficient financial autonomy and potential vulnerability to external economic fluctuations. Economic turbulences, exacerbated by military actions, led to a reduction in capital expenditures, which may have negative consequences for the long-term sustainable development of communities. The statistical assessment also emphasizes a significant differentiation between the territorial communities of the Zakarpattia Oblast in terms of the level of budgetary efficiency, which indicates the unevenness of their development and different levels of resilience to economic shocks. Thus, the statistical analysis of budgetary efficiency reveals both individual positive adaptive mechanisms and systemic challenges that require the development of targeted strategies to enhance financial resilience and ensure the sustainable development of territorial communities in the Zakarpattia Oblast under conditions of economic turbulences.
