УДОСКОНАЛЕННЯ СТРАТЕГІЧНОГО ПЛАНУВАННЯ РОЗВИТКУ

СІЛЬСЬКИХ ТЕРИТОРІЙ В УМОВАХ ЗМІНИ КЛІМАТУ
ТА ЦИФРОВИХ ТРАСФОРМАЦІЙ:

НАУКОВО-МЕТОДИЧНИЙ АСПЕКТ

 

  У статті розкрито зміст запропонованих науково-практичних рекомендацій щодо вдосконалення стратегічного планування розвитку сільських територій в умовах кліматичних змін та цифровізації, які розподілено на чотири блоки: здійснення стратегічного планування розвитку сільських територій та сільськогосподарського виробництва як їх найважливішого елементу на основі поглибленого аналізу та прогнозування змін клімату; нейтралізація людського фактора під час збору аналітичної інформації на підготовчому етапі процесу стратегічного планування розвитку сільських територій; розробка покрокового алгоритму, інструкцій та стандарту здійснення стратегічного планування розвитку сільських територій для забезпечення якості підсумкового документа, підвищення рівня культури стратегічного планування; аналіз передових практик організації функціонування сільських територій та використання інноваційних технологій у сільгоспвиробництві та повсякденному житті населення.

  Наголошено на важливості врахування специфіки регіонів щодо змін клімату, потребі в науковому обґрунтуванні заходів щодо адаптації та зниження рівня антропогенного впливу на погодні умови в процесі стратегічного планування розвитку сільських територій. Виокремлено негативні та позитивні зміни, які можуть відбутися через зміну кліматичних умов в Україні.  Акцентовано увагу на важливості проведення поглибленого аналізу кліматичних змін та їх прогнозування на майбутнє. Запропоновано заходи з аналізу передових практик у межах забезпечення процесу стратегічного розвитку сільських територій.

Висновувано, що вдосконалення стратегічного планування розвитку сільських територій можливе шляхом уніфікації та стандартизації процесу стратегічного планування. Розробку єдиного алгоритму реалізації стратегічного планування розвитку сільських територій визначено як найважливішу умову вдосконалення цього процесу. Виділено кроки підготовки підсумкового документа стратегічного планування.

Subject of study. Organizational, economic and managerial relations that develop in the process of strategic planning for the development of rural areas, taking into account climate change and digitalization.

The aim of the study. To formulate recommendations for improving the strategic planning of rural development, taking into account climate change and the digitalization process, to propose a mechanism for their implementation in management practices.

Research methods. The theoretical and methodological basis of the study is the fundamental provisions of modern economic theory, the works of leading domestic and foreign economists, revealing the mechanism of strategic planning for the development of rural areas.

Results of work. The article reveals the content of the proposed scientific and practical recommendations for improving the strategic planning of rural development in the context of climate change and digitalization, which are divided into four blocks: implementation of strategic planning for the development of rural areas and agricultural production (as their most important element) on the basis of in-depth analysis and forecasting of climate change; neutralization of the human factor in the collection of analytical information at the preparatory stage of the process of strategic planning of rural development; development of a step-by-step algorithm, instructions and standard for the implementation of strategic planning of rural development in order to ensure the quality of the final document, increase the level of strategic planning culture; analysis of the best practices of organizing the functioning of rural areas and the use of innovative technologies in agricultural production and everyday life of the population. Improvement of strategic planning for the development of agricultural territories can be achieved by means of unification and standardization of the strategic planning process. The development of a single algorithm for the implementation of the strategic plan for the development of agricultural territories is seen as the most important way to improve this process. We have seen the results of the preparation of the document of the strategic plan.
