   М.С. Михайлов, А.Ф. Сенкевич, В.А. Ким, Н.А. Прокопенко, Ю.Ю. Кльоц. Научные подходы к стратегическому управлению инновационными процессами: региональные и национальные особенности. Доказано, что инновационное развитие означает способность к восстановлению, гибкого функционирования, быстрой адаптации к изменениям, предпочтение научно-техническому прогрессу. Зарубежный опыт показал: устойчивое развитие региона, эффективная экономическая политика, поддержка конкурентоспособности предприятий зависят не столько от ресурсного потенциала, сколько от инноваций. Доказано, что экономическое развитие Украины в целом зависит от развития каждого региона. Одним из средством достижения этой цели является уровень применения инноваций, который для регионов является реальной возможностью честно конкурировать и выживать в сложных экономических условиях, сложившихся в результате многочисленных экономических кризисов. Формирование регионального инновационного почву должно основываться на развернутом анализе, то есть включать выявление и анализ потенциала региона для выявления конкурентных преимуществ.

The innovation development of the region indicates the possibility of the renewal, the flexible functioning, the quick adaptation to changes, the use of the scientific  and engineering progress.The foreign experience has shown the following: the constant development of the region , the efficient economical policy, the support of the enterprises competitiveness  depend   not only on the  resource potential  but on the innovations. Last years the tendency for the scientists  focuses  on the innovation management problems is increasing  due to the world economical tendencies  and the known regional problems of economy.

The economical development of the Ukraine  depends on each region development in whole. One of the way to achieve this goal is to  compete honestly and to live in  difficult economical conditions which are appeared due to  many economical crises. The formation of the region innovation basis should be based on the  expanded analysis. It includes the identification and the analysis of the region potential  for the competitive advantages identification.

It is clear that the region innovation development covers all industry branches and spheres of life. The suitable strategy must be developed. The state legislative  ways  to effect into the innovation activity development should be created like one of the priority directions of the region development. The  strategy of the region innovation development  is directed into the strategic important enterprises innovation activity stimulation.

On the base of the executed research it is clear that in conditions of the permanent crisis events  the innovation activity is the most efficient way  of their  overcoming. The efficiency of the regional management is the most important  due to the strategic  way  for the formation and the realization of the priorities of the region development on the base of the innovation which means the formation of the suitable strategies  and the efficient models  and their implementation.

Due to the results of the scientific sources summarizing the understanding of the region  innovation strategy development has been received. It  means the  system of the executed actions which are directed to achieve the  region innovation goals in the context of its mission,taking into account the  structure of the economy and the base potential of the economical increase in  conditions of external and internal limits.
