Моніторинг рівня соціально-економічного

розвитку України ТА ЇЇ РЕГІОНІВ

                                                                              

У статі здійснено дослідження рівня соціально-економічного розвитку України. Систематизовано вектори моніторингу соціально-економічного розвитку України. Досліджено зведені показники України у міжнародних рейтингах за період 2014-2018 рр.: індекс людського розвитку, індекс глобальної конкурентоспроможності, індекс процвітання, індекс легкого ведення бізнесу. Проаналізовано динаміку основних макроекономічних показників розвитку національної економічної системи за період 2014-2018 рр. Систематизовано традиційні підходи до моніторингу соціально-економічного розвитку.

Мониторинг социально-экономического развития Украины и ее регионов. В статье проведено исследование уровня социально-экономического развития Украины. Систематизированы векторы мониторинга социально-экономического развития Украины. Исследована сводные показатели Украины в международных рейтингах за период 2014-2018 годов: индекс человеческого развития, индекс глобальной конкурентоспособности, индекс процветания, индекс легкого ведения бизнеса. Проанализирована динамика основных макроэкономических показателей развития национальной экономической системы за период 2014-2018 годов. Систематизированы традиционные подходы к мониторингу социально-экономического развития.

Irtyshcheva I., Voit D., Pavlenko H., Arhangelska A. Monitoring of socio-economic development of Ukraine end region. The article studies the level of social and economic development of Ukraine. The vectors for monitoring the socio-economic development of Ukraine have been systematized: 1) Monitoring the level of socio-economic development of Ukraine in the global environment, which determines the place of Ukraine among other countries in certain rankings and determines the effectiveness of state policy, introduction of democracy, economic development and social sphere; 2) Monitoring the dynamics of the development of socio-economic processes, which creates the basis for predicting the pace and direction of economic growth; 3) Monitoring of the socio-economic development of the regions under the influence of decentralization processes, which allows to identify the main prospects, problems and regional disparities.  Consolidated indicators of Ukraine in international rankings for the period 2014-2018 are investigated: human development index, global competitiveness index, prosperity index, easy business index. The dynamics of the main macroeconomic indicators of the development of the national economic system for the period 2014-2018 are analyzed. Traditional approaches to monitoring socio-economic development have been systematized. traditional approaches to monitoring socio-economic development used to report to authorities and the cabinet are based on nominal statistics that do not take into account the change in the exchange rate. As a result of such calculations, it turns out that the economy of Ukraine is growing by most economic parameters, which is perceived as a positive phenomenon that underlies the construction of forecasts and decision making. In our view, an objective monitoring system, as opposed to the current one, should exclude the inflation component, and the main macroeconomic indicators should be determined per capita. This will allow us to draw more objective conclusions and forecasts regarding the level of economic development and to compare the corresponding indicators both in dynamics and at different levels of aggregation (country, region, territorial community). In addition, monitoring should be based not only on the development of indicators in dynamics, but also on the effective management of economic processes, which is reflected in certain normative (targets) defined in the relevant planning documents.
