ЕФЕКТИВНІСТЬ ДЕРЖАВНОГО РЕГУЛЮВАННЯ СОЦІАЛЬНОГО СЕКТОРА НАЦІОНАЛЬНОЇ ЕКОНОМІКИ: ЕМПІРИЧНИЙ АНАЛІЗ

 

У статті проведено оцінку відносної ефективності державного регулювання соціального сектора на основі методу DEA-аналізу (Data Envelopment Analysis). Емпіричний аналіз поведено для 20 країн з різними соціально-економічними моделями, що дає досить об’єктивні результати. За результатами оцінок сформовано рейтинг країн, визначено напрями державного регулювання на основі порівняння з країнами, кращими у оцінюваній сукупності.

К.В. Багмет Эффективность государственного регулирования социального сектора национальной экономики: эмпирический анализ

В статье проведена оценка относительной эффективности государственного регулирования социального сектора на основе метода DEA-анализа (Data Envelopment Analysis). Эмпирический анализ поведен для 20 стран с различными социально-экономическими моделями, что дает достаточно объективные результаты. По результатам оценок сформирован рейтинг стран, определены направления государственного регулирования на основе сравнения со странами, лучшими в оцениваемой совокупности.

K.V. Bagmet. Governance efficiency of the social sector of national economy: empirical analysis

In order to substantiate the priorities of state regulation of social sector development of the national economy, we evaluate the relative efficiency of state regulation of the social sector, which is being implemented based on the method of DEA-analysis (Data Envelopment Analysis).

We use an output-oriented model to achieve our research goals. It assumes to maximize the institutional quality of the social sector of the national economy at a given level of quality of the institutions of the social sector of the economy, which acts as a resource in proposed model.

Therefore, to evaluate the relative effectiveness of state regulation of the social sector of the national economy, we formulate a result-oriented CCR model based on the characteristics of the institutional quality of the social sector of the national economy (QISS). This index specifies the model's resource settings.

The quantitative results of the model include the Social Capital Indices (SCI), the Social Infrastructure Index (SII) and the Social Security Labour Market Index (SSI). We calculated the Social Capital Index (SCI) based on the Indices of Social Development proposed by the International Social Research Institute. A Social Infrastructure Index (SII) is the second index characterizes the social infrastructure as part of assets providing social services and having a positive impact on economic growth and social development. In addition, the last is Social Security Index (SSI) bases on four indicators (share of unemployed, protection of women at the labour market, age dependency, umber of self-employed and employed in the household)

Such a set of indicators is chosen because a state regulation of the social sector should be aimed at harmonious development of all components, considering the existing international experience. The results of the evaluation identified the countries that form the border of efficiency, formed recommendations for less effective countries.
