СУЧАСНИЙ СТАН ТА ПЕРСПЕКТИВИ РОЗВИТКУ

ФЕРМЕРСЬКИХ ГОСПОДАРСТВ В УКРАЇНІ

 

У статті визначено головні аспекти розвитку фермерських господарств України згідно схваленої Урядом Концепції розвитку фермерських господарств та сільськогосподарської кооперації на 2018-2020 рр. Документ розроблено та прийнято для створення необхідних організаційних, правових та фінансових передумов для розвитку фермерських господарств та сільськогосподарських кооперативів, покращення матеріально-фінансового становища сільського населення.

Ключові слова: аграрний сектор економіки, фермерські господарства, державна підтримка, сільськогосподарська кооперація.

В.А. Худавердиева, В.В. Мерчанский Современное состояние и перспективы развития фермерских хозяйств в Украине. В статье определены главные аспекты развития фермерских хозяйств Украины согласно одобренной Правительством Концепции развития фермерских хозяйств и сельскохозяйственной кооперации на 2018-2020 годы. Документ разработан и принят для создания необходимых организационных, правовых и финансовых предпосылок для развития фермерских хозяйств и сельскохозяйственных кооперативов, улучшения материально-финансового положения сельского населения.

V.A. Khudaverdieva, V.V. Merchansky. Modern state and perspectives of farm development in Ukraine. The main aspects of the development of farms in Ukraine in accordance with the Conception of the development of farms and agricultural cooperation for 2018-2020 adopted by the government have been given in the article. The document has been worked out and adopted to create the necessary organizational, lawful and financial preconditions to develop farms and agricultural cooperatives, to improve the material and financial condition of the rural population.

The aim of the Conception is to create the necessary organizational, lawful and financial preconditions to develop farms and agricultural cooperatives, to improve the material and financial condition of the rural population by: giving the support to the farms; the creation of new workplaces in the country by  stimulating the agricultural cooperation; the rural economy diversification; the creation of the preconditions to grant credits to the farms by the affordable interest rates; the increase in the level of  real incomes of the rural population from the leasing of the arable and pasture land.

The main reasons that hamper the development of the farms are: the lack of the coherent, consistent state policy aimed at the support of the farms; the low level of rural economy diversification that leads to the migration of rural youth, high level of unemployment and low incomes of the rural population, the destruction of the social and engineering infrastructure; the low profitability and competitiveness of farms in the market of agricultural products; low level of the technical and technological support; the insufficient role in the processes of reforming of the agricultural sector of the economy to create and develop of agricultural cooperation.

Thus, the support of the farms through the development of agricultural cooperation in order to increase the efficiency of their economic activity, the formation of the parties of the agricultural products of the proper volume and quality, ensuring the technological process of production, the promotion of the products to the market, the increase in the level of employment by the development of labor – intensive sectors of agriculture should be the priority of the state agricultural policy.
